The Mind And Practice On The Construction Of The State Organs Of The Leadership Group Of Cpc In Three Generations

With regard to the construction of the state organs, we Communist Party of China have got some practical experience as early as 1931 when the Soviet Government was established in Ruijin, Jiangxi province.After the founding of founding of People's Republic of China, the construction of state organs definitely was focused on by the party, the state and the people. Especially, since the reform and opening-up policy, the development of economy restricted by the drawback of the office in the formal state system, the transformation of our government function and the reformation of the institution was called for by the gradual establishment of market economic system. So the construction of the state organs in new era naturally became the point of attention and the break-through of the innovation of the current political system in this major trend. Review the history of our national organ building, from Ruijin Soviet central government before the founding of New China, the"streamlining","coalition government"in Shanxi-Gansu, and the reform of government institutions after the liberation, to the current"most of the system", all the Leadership Group have explored courageously in terms of theory and strived hardly in practice on the issue of construction of organs. No matter the choice of value, the setting of institution, the assignment of the staff or the running of organization, the guiding ideas in step has been handing down from the beginning of the first stage of practice.This paper has deeply analyzed the successful actions and basic experience at the angle of theory and practice of state organs, summarized the historical feature and essential principle of the Leadership Group of CCP in three generations and put forward the direction of the building called "service-oriented government". My point of view is that, the theory and practice of the state office building represent the process of national organs development in New China, present the historical characteristics of contemporary, invariable, thorough, generational and rigorous theory of the same aspect, reflect the regular pattern of construction of state organs with civil, scientific, modern and traditional features. The government of the socialist democracy with Chinese characteristics will be created aimed for serving the people with all the heart and soul and be founded on in the case of theory and practice. Throughout the research of this thesis in the paper, it will be no better than providing some suggestions to the construction of our "service-oriented government" for the moment of going all out of reforming the government system.
