| A number of NGOS that raising money for charity couldn't prorate them independently after Wenchuan Earthquake, and a lots of money was centralized to the government. In the meantime, most of people think that money for the charity should be allocated by the government. This essay aims at research on the construction of system of supervision in using money for charity of ngos in China.It consists three parts,as follow: the first part of the essay defines the analysis object,expatiating the situation of supervision in using money for charity of commonweal ngos, and sorting out the prominent problems that need to be resolved eagerly. The second part of the essay analyses the disadvantages of supervision of using money for charity, such as the opacity of the information, deficiency of credibility, the subsistence of cost of supervision and difficult abutment of foundation, bringing forward a new system for providing efficient supervision and support for developing NGOS through the resultant force. The third part of the essay advances that the government should comply with the laws and depends on the supervision of public opinions, restraint of public opinion and self-discipline of the institutions. At the same time, the government should ensure the system, the diversity of supervising channel, and perfecting the system of supervision, avoiding appropriation and embezzlement, the efficiency and transparency of using money for charity insuring a good deal of money in donations authentically benefiting the people in the disaster area.
