| According to the claim of Air Traffic Management System Reform of CAAC,as optimizing deployment of Air Traffic Management System resource and increasing integral running efficiency of Air Traffic Management System, it will set up a new service mode of running ensuring which is running through whole ATM system. ATM system of CAAC proposed to set up a running ensuring service system of'Three Horizontals and Three Verticals'.This article studies plentifully the spirit of system building of 'three horizontals and three verticals'.And it studies the management mode of each sub-bureau of ATM CAAC.Based on requirement, it studies and researches routine procedure of deeping into three departments as Air Traffic Control, Equipment Ensuring, Wheather Service. And based that,we analyze and design information resources sharing platform of Air Traffic Management of CAAC.This article emphasizes the study of method of requirement analysis based on UML and finished the analysis and design used in system with a view to MVC design and SSH archivement frame.Secondly,this article also researches and answers a mount of key questions that should be paid attention to in design and exploiture of this system. Those questions include system authority design, data exchange updating technique between defferent place and isomer database, design of web standard followed in front end of system and items attention in system analysis design in setting up a security system.The characteristic of this artice is to design a reasonable and feasible system structure to meet the requirements of management of sharing platform and operating requirement. It combined actural demand of ATM CAAC and used the advanced modeling tool of Rational Rose.
