With development of world economy and Evolution of China's urbanization process, a group of urban non-agricultural population of 50 million or less in medium and small cities gradually steps on the stage of modern. They become the main force of China's urbanization. For improving the living standards, promoting economic development by social development, following the pace of development of major cities, establishing a unique image of the city, most medium and small cities are in the construction of a large number of public construction projects. They include the thermoelectric project which rises up in recent years.City Cogeneration Project, as a public facility, is the country's basic industries. The quality of life of the people is determined by the level of public facilities. The level of public facilities reflects the country's overall economic strength and planning capacity-building. The level of public facilities reflects the building of a harmonious society in China and the extent of the implementation of scientific development concept. It is particularly important for the rapid development of small and medium cities. At present, there are many problems in China small and medium urban public facility construction projects, such as Imbalance between supply and demand of public facilities, the neglect of practical of Construction of public facilities, lack of project preparation, and so on. Especially in the decision-making of the public facilities construction projects, as decision-making is very blind, resulting in a number of major projects, the lack of an overall feasibility study, a rapid initiation of the construction process in the project found the project decision-making unscientific, irrational and a waste of resources after the temporary halt, resulting in wasted investment cost incalculable. In this paper, the author make research of the Evaluation System of Medium and small urban public facility construction project, in order to improve the accuracy of China's public works construction projects, reduce the loss of China's economic construction, make the pre-evaluation of the project much more accurate, full, perfect, in line with the needs of the times, strengthen the Project evaluation's operability in a specific direction and control of the project.On the basis of theoretical analysis and field surveys, through empirical analysis and study of district Heating Network Project of the city called T, Summed up a model for small or medium city's public facility construction project evaluation system, and it makes the article has a more practical value.
