No matter what production system, to improve the productive efficiency is always the objective of the manufacture manager. Today, the manufacture is facing the pressure of the raising of the material cost and labor cost, as a result, the production cost is being increased. In order to ensure the enterprise investor's profit and to strengthen the competition ability of the enterprise, increasing the efficiency is becoming the main direction and task of the production management in many enterprises at present.Guangzhou Otis Elevator company is an American Joint-venture manufacturing plant, a subsidiary company of the United Technology company, top 500 of the world, which is also carrying out the Lean Productive into the production. This advanced production management pattern has been applied and benefits a lot to the enterprise. It raised the stock inventory, decreased the waste and increased the production capability. At the same time, this kind of the production management pattern needs high level of a productive continuity. It requests manpower must hardwork with muti-skill so as to maintain the production.Therefore, it is a most necessary task to inspire worker to work hard by a system. As a manager of Industrial engineering department, author took part in the project to implement piece work system.Firstly, according to the data collected, we conducted the analysis and statistic, and built up the critical target of the implementation of piece work system. Secondly, we made the charter of piece work implementation project. Finally we finish the project by program management knowledge. In the process, author as the member of this project, applied some ways of the Industrial Engineering and HR Management to the system, such as the administrative levels analysis method, the problem solving method, Dubrin conflict system analyse mode, Thomos conflict dealing with two way mod ,ects.
