Study On Perfecting Attracting Investment Policy In Fuzhou Based On Swot Model

Attracting investment is not only our important impetus of economic development during 30 years, but also important approach and method for achieving local economic and social great-leap-forward development in other provinces and cites. Fuzhou is located in the east to Jiangxi Province with small economic aggregate. It is characteristic with less-developed economic base, low level per capita, low level industrialization and urbanization. It is short of the local framework and tax enterprises which can stimulate economy development and support local finance. Its overall economic development level is behind other 11 cities of Jiangxi province. In recent years, Fuzhou government vigorously puts forward methods and measures for attracting investment. The government focuses on introducing project and implements "projects lead strategic attracting investment" by improving investment management. At present, by enhancing introducing projects, Fuzhou has gradually formed new industrial pattern with 5 traditional industries such as machine manufacturing, pharmacy, textile & clothing, food processing, chemical and new burgeoning industries such as nonferrous metal processing and photovoltaic industry. Therefore, the attracting investment has reaped preliminary fruit and the industrialization development process has been vigorously promoted. In 2009, Fuzhou has been incorporated in the state regional economic development strategy plans about economic zone on the west side of the Straits and Poyang Lake eco-economic zone. Currently, Fuzhou government faces major issue for realizing economic and social sustainable development is that how to seize the significant opportunity and accelerate to attract investment.According to the general theory of attracting investment, the research on Fuzhou economic structure character, the existing resources, economic development status quo and the existing policies about attracting investment works, this paper adopts the principle and methods of SWOT analysis to analyze the advantages and disadvantages, the challenges and opportunities in attracting investment of Fuzhou city. Finally, it uses the experience of other cities and districts in China to seek the countermeasure of attracting investment management methods for accommodating to the situation of Fuzhou city.
