| Recently, along with Ecotourism speedy develops in China, its importance appears. Especially for Nujiang where its tour resource is very much but not well open out yet. Carrying out Ecotourism to improve low income people's living is a perfectly developing pattern. But owing to Ecotourism resource's frangibility, Ecotourism brings economic benefit and improves regional society development, whereas it brings external diseconomy too. This external diseconomy in the tour development makes tour resource low efficiency and excessive using. Resource collocation is difficult to reach Pareto optimality. The paper tries to explore what's the external diseconomy in Nujiang of Yunnan Province and analyze it by economic theory, as well as find out feasible countermeasure and proposal.The paper Proceeds with introducing nature, social economy and ecotourism resource in NUJIANG, then brings forward ecotourism, which is also an non-resource consume industry, is an ideal developing pattern to Nujiang. According to the view above, the paper analyzes ecotourism's economic, social cultural and environmental influence to Nujiang. At the same time, the paper indicates that following by ecotourism progress, it would appear that region economy's instability, frangibility and tenderness, impact to tradition culture of Nujiang, destroy to weakly tour ecosystem. Based on the theory of "external economies" and "external diseconomies" from "benefit economy" written by Cambridge economist, Pigou, the paper concludes 7 approaches to avoid external diseconomies in the ecotourism:(1) Defining tour resource's property right in reason. (2) Counting for tour resource., (3) Adjust external diseconomies by revenue and allowance measure. (4) Planning tour developing program so as to ecosystem cycle all right. (5) According to environment functional division, making tour capability map. (6) Making supportive policy and leading community residents to join in tour industry. (7) Adjusting energy sources configuration, developing non-consume resource industry, so as to reducing ecotourism's external diseconomies. |
