Nujiang Lisu Autonomous Prefecture Of Pro-poor Policy Implementation Study

At present, the modern government is not only facing a single, simple social conflicts, but also a complex interweaving of various comprehensive contradictions. When a good policy has been worked out, its implementation process, to a large extent, determines the effect of the policy.Execution is the key link of transforming the policy objectives into policy effect. The government's public policy execution is the key factors of a government agency to maintain the survival and development itself. Implementation of public policies is the process of constant interation among the external environment, implementing agencies and target groups a policy itself, the external environment. AS a part of public policy, pro-poor policies can not avoid the negative effects which caused by the implementation of these four factors in constant interaction.This paper reviews the theoretical basis and the process of evolution of China's pro-poor policies. Through local governments and authorities, the author gets some documents about local official policy,some other materials and statistical data Moreover, I also get some information from library and literature departments to get topics related newspapers and magazines, to understand local poverty issues and the implementation of poverty alleviation and other issues.In the article, the author points out that in the present pro-poor policy implementation,due to the negative impact of various factors, which led to the primitive task and pro-poor policies weaken or even deviate from the purpose of the the policies, and also in the subsequent sections of the positive measures and seek solutions approach, trying to avoid negative consequences.
