Since 1980s, Urbanization in China has entered a period of rapid development. While the number of city grows and the population expanding quickly, Monomer City's space expanding has been a salience feature of the urbanization process in China. City's space expanding is also called city growth, and the government's management about city growth is called city growth management. Therefore, against the problems in city growth, government's management under the guidance of scientific concept is full of great theoretical and practical significance.This paper consists of five parts. The first part is the preface, mainly introduce the research's background,significance,ideas,frame and its innovations and inadequate points. The second part is theoretical basis, including city space theory,city growth management theory and some content about scientific outlook on development and its inspiration to this paper. The third part is about the accomplishments of Contemporary China's city growth management and the phenomenon's departing from the rules of scientific outlook on development. After reviewing the accomplishments, I will discuss the problems that still exist in China's city growth from four aspects: departing from People foremost,Comprehensiveness,Compatibility and Sustainability . The fourth part is the analysis of the reasons. I will do an in-depth analysis of the reason why these problems appear from three angles: Politics, Economics and Sociology. The fifth part: corrective measures. This part is going to point out Contemporary China's Management philosophy of city growth where to go and propose a series of targeted corrective measures, in order to make Contemporary China's city growth's People foremost,Comprehensiveness,Compatibility and Sustainability come true.
