Due to the fierce competition of Chinese construction industry and situation of totally opening to foreign capital, the construction enterprise is now under unprecedented pressure. In order to survive in the fierce competition and make profits, Construction Company must set strategies urgently. And if the company pursues for development, then its development strategy must be focused among various strategies. For construction enterprises, the output products are unique and characterized of large input, multi-resource consumption, high cost, and irreversible features, which decide the main traits of it, such as stability of process and diversification pursuit. As for the products of building industry, one project from project setting to accomplishment and putting to use finally, which must be through several different phases, including early feasibility analysis, design and construction, consuming a large amount of material resources, human resources and time, which are closely related to companies and industry sectors in industry chain. Therefore, the development strategy of construction enterprise has other general characters in development of other industries also has its own characteristics.In this paper, Shanghai CM Construction Company was taken as object of study. Through related theories and methods of business administration and strategic administration, the exterior environment of CM Company was analyzed in three aspects, including macro environment, business environment and core business environment. Besides, the advantages and disadvantages of CM Company was analyzed in several aspects, which are organization structure of company, business layout, operation ability, human resources, brand and customer resources etc. Through analysis, it is obvious that, in current environment, there are many characteristics in construction industry, such as the competition scale of it is gradually enlarging; the competition degree is becoming fiercer; the competition means are innovating continuously and the competition strength is higher and higher. Although there are several advantages in company qualification, quality and safety control and brand management for CM Company, some negative phenomena still happened after stepping into stable phrase, such as shrinking of market share, slow economic growth and profit reduction etc., which seriously affects the future development of company. Through using related methods of strategic management to do further analysis and choosing for the development strategy of CM Company, author thought CM Company should give full play to its resources advantages, carrying out cost advance strategy through promoting management responsibility system and cost controlling system. Besides, through strengthening internal management, improving management level and core competitiveness, the conjunction development should be focused on diversification can be implemented. While setting the development strategy, author also propose guarantee measure of strategic implementation from several aspects, including company organizational structure, motivation system, talents cultivation, corporate culture and innovation of management skills, so as to improve its competitive advantages in more and more fierce market competition.According to the outline and structure of this paper, in order to fully, systematically and clearly illustrate the result of research, this paper will be divided into six chapters in following.The first chapter is introduction, which introduces the background, meaning, the study on the current situation at home and abroad, as well as the method of research and main content.In the second chapter, author analyses the external environment of Shanghai CM Construction Company which included macro-environment, industry environment and market environment of main business.In the third chapter, author analyses the general situation of Shanghai CM Construction Company in detail, which included company organization structure, management situation, business layout, operation status, human resources, technology situation, brand resource and customer resources etc.In the fourth chapter, firstly, author made an analysis on environment opportunity, threats, organizational advantages and disadvantages of Shanghai CM Construction Company, and then using SWOT to make matching evaluation towards various strategies. According to vision and aim of company, author chose cost advance strategy and diversification strategy.In the fifth chapter, author suggests the exact measures for strategy implementation, included organization structure, human resources, technology ability etc.In the sixth chapter, the effects of the implementation of the development strategy and suggestions reflected by implementing strategies are shown, so as to illustrate the consequence, insufficiencies and places need to be improved of strategy implementation.From this paper we can see that the problem which Shanghai CM Construction Company has faced is just a microcosm of the state-owned construction enterprises in the other common. To deal with the increasingly competition, the state-owned construction enterprises only according to their own characteristics and developing goal, start from the cost controlling, choosing a variety of ways of combining the development strategy to establish their competitive edge in the competition in an invincible position. Author hopes this could be the reference for the related state-owned construction enterprises to reform and development themselves.
