| The construction market in China today is increasingly competitive, whose demand exceeds supply as the construction market opening to the outside word, which caused the tender units repel mutually and many other non-standard behavior, together with the owners profit concession requirements, in order to tender the bid, tender offer in this part is important, if the price is too high, they can not win the bid, which would make a waste of manpower, material and financial resources; if the price is too low, although they would win the bid, they often will cause great difficulties in the latter part of business, or even at a loss, this is not the purpose of tenders. The contractor in our country should be based on scientific and rational pricing as the targets of tender offer, to improve the successful probability and to increase the economic profits.The comprehensive evaluation method as the basis of compound reservation price is commonly used in our country reflects the fairness and justness of the tendering, but also suits to today's domestic construction market.The contractor undoubtedly pays attention to the tender offer mostly under the compound reservation price, because the ultimate goal of the contractor is to obtain the expected profits, while the tender offer properness or not directly relates to whether the contractor can win the bid or not, and if can achieve the goal of profit maximization.The 2008 Edition "Code of valuation with bill quantity of construction works" has just implement, the contractor should be with the times, in-depth understands what can be used to protect their advantage by the terms in order to full use of the profit margins during the tender offer process for making an optimal tendering both competitively and profitability.This paper is divided into two parts in order to explain the contractor how to make an optimal tender offer under the compound reservation price:The first part is to determine the tender sum in order to win the bid with a competitive price. The method of determine the tender sum is divided into two kinds:the Series Analysis based on Game Theory and theβDistribution Function Prediction Method based on Probability Theory.The second part is to optimize comprehensive unit price with the tender sum not changed as the premises through the quantitative unbalance bidding to achieve.The general analysis of unbalance bidding is qualitative aspects; this paper achieves a quantitative treatment about the unbalance bidding through the Analytic Hierarchy Process, Fuzzy Comprehensive Evaluation and Linear Programming, and finds the most optimal solution to maximize the contractor earnings. Ultimately, establishes an effective manner for the contract to make a competitive and optimal tender offer under the conditions of compound reservation price. |
