With the construction market of water-borne transportation engineering isbecoming increasingly standardization and globalization, construction enterprises'competition between each other is also becoming more and more intense. Theprobability of winning the tender will be getting lower and lower. The basic cost ofwater-borne transportation engineering can't be accurately estimated by constructionenterprises in the bidding process. If estimated result is too high, this will lead thebidding price to be too high so that the construction enterprise will lose the chance ofwinning the tender. If estimated result is too low, it will cause the winning bid after,not only the enterprise cannot profit, but bringing losses to the enterprise. Therefore,how to choose the appropriate method which will be used for calculating constructionproject cost is particularly important in the bidding process. From the point of view ofconstruction enterprises, this paper has studied how to improve the estimatingaccuracy for the basic cost of construction project in water-borne transportationengineering Bill of Quantities mode.Firstly, this dissertation analyzes status of domestic and international studying ontender offer decision-making and the characteristics of water-borne transportationengineering. We probes into the basic theory of bidding, the risks and strategies of thetender in the bidding process. Secondly, based on the procedure of the preparing ofthe project basic cost,this paper proposes a dynamic tender offer model based onprice predicting, and details the specific steps of building the model. Then, this papersystematically researches the price forecasting models: gray GM (1,1), BP neuralnetwork, support vector machine and combined model based on IOWA operator. Thedynamic tender offer model can be achieved due to the introduction of the above priceforecasting models. Finally, this paper takes Guangzhou an open pier on piles as anexample to verify the practicality and validity of the dynamic tender offer modelbased on price predicting.The studied results of this paper provide a scientific decision-making basis forconstruction enterprises of water-borne transportation engineering. It can improve theaccuracy of tender offer and the probability of winning the tender, but it also can beused for investment controlling of the owners.
