Research On The Offer-rule Of Construction Bidding With The Pattern Of The Tender Control Price

The tender control price, which is the highest control value for a bidding projectoffered by the tenderer. Any tender offer that is higher than the control price will beregarded as abandoned tender to prevent and curb a series of irregularities oftenderer.As a newly emerging thing, the effect of implement of tender control price ontender and bid activities and the laws of it after the implement of tender control price isworthy of our attention and researches. It is particularly important for tenders to set upthe tender control price objectively, accurately, scientifically and reasonably and givefull and positive play to tender control price in the bidding activities, and for.This paper starting from the cases under the mode of tender control price,summarized and analized the records of bid which kept on record from2011to2012inChongqing. We investigate the regularity of the deviation rate of the quoted price andthe tender price, and the deviation rate of the bid price and the tender price in differentsituations with the histogram method and the method of hypothesis testing.It has beenfound that the number of bidders and bid evaluation method have big effect on rules oftender offer, however, the investment scale has little effect.For the first time, we putforward that when the number of bidders is less than10, tender offer is beta distributed,and when the number of bidders is more than30, tender offer is normaldistribution.Further research on the current situation of the bidding price control modein Chongqing was conducted based on the records of bid, and objectively illustrated thecharacteristics of the bid and tender of Chongqing state-owned investment constructionprojects and existing problems. We looked into the causes of these problems anddeveloped strategies which address needs. Finally put forward a kind of stochasticsimulation method based on the tender offer rules, and verified by two examples, thismethod proved to be practical and effective. Hope this research can be as a guide forreform of the bidding system and the tender offer of the bidders.
