The standard of BOQ in construction was formally implemented in China on July1,2003, which marked the transition of traditional mode of quota valuation method to a more reasonable one, which calls the BOQ method. As a result of the transition of valuation method, the bid evaluation theory based on quota valuation method was no longer appropriate. In order to realize the maximization of enterprise, we should study and create a new theory and model of bid evaluation to adapt to the existing valuation method, and select the superior bidder. At this transition phase, the determination of evaluation model should follow its new characteristics. Therefore, the present study can summarize the advantages and disadvantages of the former bid evaluation methods, and also provide theoretical guidance for the future study of the bid evaluation based on BOQ method. At the same time, through the application of the new theory, we can make the bid evaluation of enterprise more scientific and force them to engage in the technical improvement, improving management, and creating an effective enterprise quota, and further more to promote the healthy development of bidding for construction enterprises.To solve these problems, this thesis discusses the theory of the BOQ valuation mode, and compares with the quota valuation mode, gives a profound analysis of the impact of BOQ on biding, especially for bid evaluation. On this basis, we make a systematic study on the index system of bid evaluation and its quantization and optimization method, we also solve the problem of the fuzzy boundaries between commercial and technical bid in the process of building index system. According to the construction practice, the evaluation of business and technical bid will be divided in two stages, so as to carry out the two phase comprehensive evaluation. Through this we can solve the problem of the separation of theory and reality in bid evaluation.According to the characteristics of the index system and evaluation experience of project construction, this thesis adopts the method of principal component and the comprehensive evaluation method based on rough set for commercial and technical bid separately. Through the principal component method, we can solve the problem created by the considerable indexes business standard and less units, through the transformation of the model from high dimension space to the lower dimension, we can extract maximum index information and obtain the scientific conclusion. As the indexes in technical bid are almost qualitative indexes, and are dispersed indexes after expert marking method, we can process the index data by rough set theory due to its ability of extracting information and decision-making preferences effectively; through this we can finally draw a conclusion by proportion sum. We use the normalization method to deal with the results, by weighting the evaluation result of commercial and technical bid; we can finally gain the comprehensive evaluation value.According to the construction of the index system, we apply the two phase evaluation model to the bid evaluation of a construction case. Eventually we gain the sorted bids and eligible candidates. The empirical result indicates that:two phase evaluation model can adapt to the BOQ mode better, weakening the effect of pre-tender, it's a combination of subjective and objective, and can reflect the actual situation of construction and the index system. Finally, the thesis puts forward the inadequacy of the model.
