Positive Study For The Transferring Of Fujian's Surplus Rural Labors

The transferring of surplus rural labors in China is always a key issue of "Three. Agricultural" problems (about agriculture-countryside-farmers) since 1980s. The transferring of surplus rural labors have contributed a lot to China's industrialization and urbanization, but didn't enjoyed the fruits it should had. The gap between urban and rural areas is raising; the problems of agricultural development, income increasing and job creation of farmers are serious. For Fujian, where Hercynian construction of economic zones are on the way, facing the problems existed and searching effective methods to transfer surplus rural labors are significant for Fujian's new rural construction of socialism and the harmonious development of urban and rural areas. With the positive study, the author does the research about Fujian's level of dual economic structure on the basis of dual economy theory. With SWOT analysis, considering the objectives and measures of Hercynian construction as well as the strength and weakness and opportunity and threat in transferring surplus rural labors, base on the SWOT Matrix,the author thinks the keys to promote the effective transferring of surplus rural labors are to improve the transferring system and strengthen vocational education, deepen strategic adjustment of agriculture-countryside economic structure, improve the development of urbanization, strengthen the services from local authorities and increase labor dispatching, etc.
