As China economy developing, the non-material needs of people is growing increasingly significant, particularly appears especially urgent in the scientific knowledge aspect's demand. State Council promulgated the " Outline of the Action Plan for the Nation's Science Literacy," "target" section pointed out:"promotes all the people's scientific quality by promoted the target population's scientific quality."Particularly point out the fundamental way to improve the scientific quality of the yang man is to work hard "a minor interest in science was to enhance innovation and the practical ability greatly ", while more and more aware of social forces that invariably bring the popularization of scientific knowledge, being keen to joining the improve the overall scientific quality of the camp in the past, and then forming the science base of the youth for groups of young people.Improving civic literacy of science has become a social and economic development of a strategic and basic project. Base for science being the basic material security for building the public social science education, it is an important component of the base for science. Base for science built from the Shanghai in 1996, and in 1999, the department of science and technology in the country, 200 national bases named. As of 2010 the national base for science has been 406.However, due to the rapid development of such bases is still in the rising phase , the research on such issues are still lacking, this paper researched the young science base of the Jinan City for solving the above questions.The first part of the paper defines the science base of the youth. How to build the science base of the youth and outlines the construction of the youth science-based standards as a whole.The second part of the paper, starting from a realistic of the science base in Jinan City, analyzes two aspects of the personnel and the self-construction of the base, and leads the new standards into the building of the science base in Jinan City to solve the development of youth problems and analysis.The third part of the paper, According to the above analysis about the self-construction and the qualified personnel of the base, the author proposed two recommendations for the science base building, namely through established regulatory mechanism and incentives, integrated popular social forces to involve in infrastructure construction, set up a new youth campus class science base, strengthen the systematic standardization of the content of science education to design, built science infrastructure,information database, the establishment of assessment teams and other professional education to strengthen self-construction base, and the science base through the establishment of Training Incentive mechanism, improve job training and institutional strengthening of the exchange of learning for qualifying personnel.
