Under The Background Of Informatization In Rural Youth Science And Technology Quality Cultivation Research

In October2012, report of the18th National Congress of the CPC indicates that:" adhere to the policy that industry should support agriculture, cities should support the countryside, and the government should give more to, take less from and liberalize the countryside. In the meantime, the government should increase the policies that benefits the farmers, let farmers take part in fulfilling modernization and share the results." The18th National Congress of the CPC also requires that industrialization, informatization, urbanization and agricultural modernization should be constructed simultaneously. As China’s economy develops rapidly, China is gradually transforming from industrialization to informatization and meanwhile speeding up the integration of industrialization and informatization. In this situation, to accelerate the development of a new socialist countryside, we should improve the rural youth’s science and technology quality because they are the future of the countryside and the foundation of rural economic and social development. How to raise the science and technology quality of rural youth under the new situation is becoming a great subject.By adopting means of literatue study, case study, and interviews, this paper systematically analyzes the reasons, significances, relevant theories, causes and solutions of the problem surrounding the subject of rural youth’s science and technology quality against the background of informatization. This paper is divided into five parts. The first part, the introduction, explains some key problems related to rural youth’s science and technology quality. For example, it includes how to improve the science and technology quality of rural youth and the key points, difficult points and innovation points of the research. The second part defines rural youth’ science and technology quality. It also explains some concepts such as informatization, rural informatization, rural youth, science and technology quality, and farmers’ science and technology quality. Besides, this part states the significance of improving rural youth’ science and technology quality. The third part focuses on the current situation of rural youth’s science and technology quality in China and abroad. The fourth part, starting from the basic requirements of informatization, discusses and analyzes why the rural youth’s science and technology quality is not high. The fifth part deeply analyzes the strategies to improve rural youth’s science and technology quality in current stage. The last part is conclusion. We hold that the improving of rural youth’s science and technology quality is a necessity to solve "three rural issues", develop rural economy, establish a new social countryside, and simultaneously build industrialization, informatization, urbanization and agricultural modernization.Under the background of informatization, we think we should actively support and encourage rural youth to improve their science and technology quality by making full use of information means. For example, we should strengthen farmers’ basic education, increase rural vocational education, and enhance the construction of rural informatization system. The improving of rural youth’s science and technology quality is for building a new social countryside. We hope that this research could theoretically prove that rural youth can play a supporting role in the building of a new social countryside.
