The study also can accelerate the realization of Liaoning to revitalize the old industrial base.This paper used the method of integrating theory with practice, on the basic of theoretical research, by analyzing the distribution, obtained that there were problems such as the distribution was too wide, a large number of state-owned assets was idle, the capital structure of state-owned firms was irrational, and the low proportion of technical input. Then through empirical analysis verifies that the state-owned capital of Liaoning province industrial distribution proportion and fixed-asset investment, business scale, technological activity personnel proportion and the government supports are positive correlation, and science and technology input ratio, total assets contribution rate marketization are inversely related. At the same time we can see, general state-owned capital distribution of industry in more than major capital operation benefit are not dominant.Now, as the development of market, contribution of capital markets, The optimal allocation of funds, has become increasingly demanding high. And this needs to adjust the relevant industry. On the one hand, some state-owned enterprise relationship of the lifeline of the national economy is the inherent requirement of economic development in our country. Therefore, the state-owned basic industries and key economic sectors should be gradually shifted to address the problems of economic development over the years bottlenecks. On the other hand, the state-owned capital from the strategic perspective, regard market competition means to give priority to, supplemented by means of administration, through the muck realize orderly exit.
