Research On The Development Of State Owned Economy In Liaoning Province

The state-owned economy is gradually developed and formed in the process of building China's socialist economic system and has become an important foundation and cornerstone of China's socialist modernization drive.It can be affirmed that the role of the state-owned economy in the process of socialist modernization in China is indispensable.However,with the deepening of China's reform and opening up process,and the construction and development of the socialist market economic system,the state-owned economy is difficult to adapt to the development process of the market economy for a short while,because of its essentials and the relationship between "unity of government and enterprise" and "integration of enterprise and society".The reform of the state-owned economy and state-owned enterprises has strengthened the market competitiveness of the state-owned economy to a certain extent.However,it did not reversed the problems existing in the state economy and the state-owned enterprises themselves,but the political premise of the state economy to cultivate the people determines that the state-owned economic reform must adapt and conform to China's "socialist market economic system." It is inevitable to continue to deepen the reform of the state-owned economy.And "deepening the reform of state-owned enterprises,making the state bigger and stronger and strengthening the state-owned economy" has become a major strategic task for the state to optimize the development of the state-owned economy in the new era.Located in the northeast of China,Liaoning Province is an important gathering area for China's state-owned economic development and state-owned enterprises.Understanding the development process of the state-owned economy in Liaoning,analyzes its development characteristics,summarizes the existing problems and influencing factors in its development process.On this basis,it is of practical significance to puts forward some suggestions to optimize the development policy of the state-owned economy in Liaoning Province.Based on this,the paper mainly carries out related research from the following four aspects:First,a summary and combing of the related theories of the state-owned economy.Mainly from the concept and connotation of the state-owned economy,the function and role of the state-owned economy,and the research on the theory of property rights related to Western economics,natural monopoly theory,agent system theory,national macro-control and coordinated development theory,management and operation,reform and innovation of state-owned enterprises/state-owned enterprises and so on;The second is to analyze and study the current situation,characteristics and problems of the state-owned economy in Liaoning Province.To sort out the development and evolution of Liaoning's state-owned economy,analyze the overall characteristics of its state-owned economy development from the perspectives of total scale,profitability and employment,and further analyze the state-owned economic development structure characteristics of Liaoning Province from the perspective of state-owned economic assets,investment and geography.On this basis,analyze the possible problems of the state-owned economic development in Liaoning Province;The third is to carry out an empirical analysis of the factors affecting the development of Liaoning's state-owned economy.Construct the cognitive framework of impact mechanism from the perspectives of property rights structure,environmental conditions,market characteristics and innovation.On this basis,the econometric analysis tools are used to conduct empirical analysis of the impact mechanism,thus forming a more objective and scientific cognition of the effect mechanism of the influence mechanism of the development of the state-owned economy in Liaoning province.Fourthly,on the basis of the above-mentioned analysis of the characteristics and problems of state-owned economic development in Liaoning Province and the empirical analysis of the impact mechanism,Policy recommendations to promote the optimal development of Liaoning's state-owned economy are proposed by the promotion of state-owned capital and state-owned economic structure optimization,improvement of talent and innovation cultivation mechanism and promotion of state-owned economy to administrative management.
