Today, the state-owned enterprise has a very strong competitive strength, it is thanks to its continuing reforms and innovations. However, the incentive mechanism of state-owned enterprise employees in the process of reform and development is a very complex issue.Due to many problems in state-owned enterprises development process, there are still some shortcomings in incentives, so,some imbalance appears. These shortcomings are still affected the developing of state-owned enterprises with varying degrees, employees can't be greatly mobilized, and they did nothing and don't want to make the company worth more, so that the state-owned enterprise can't development rapidly and healthyAs there are some shortcoming in incentive, we can find it easily through analysis their causes, for example S railway company. Incentives has gone wrong, there are many reasons, such as differences between manager's and employee's cognition, mismatch between management and institution, lacking competition, executive powder isn't in place. there is no difficulty to resolve these problems, as long as we control the keys to solving problem. It need managers and employees to establish a scientific incentive system together. We can change our incentives ideas improve the incentive structure,integrate the three incentives and value the non-material incentives. If we can from a new perspective to the implementation of incentive measures inplace, and then it is easy to built a long-term employee Incentives system.This article has four chapters, the first chapter introduces an overview of the incentive and the incentive system, the second chapter introduces the current situation of state-owned enterprise ployees incentives, the third chapter introduces the shortcomings and genetic reasons of the current incentives, the fourth chapter introduces how to improve the state-owned enterprises employees incentive system. At the last, the article summarize the state-owned enterprise employees incentives related issues, and the enterprise should pay more attention to incentives to inspire the employee's potential capacity and innovation. And if the enterprise emphasis on enhancing the employees sense of belonging and identity,they will have a good and fast development, and a continuously improvement of their competitiveness.
