Talent is the core competitiveness of an enterprise, how to attract talents, promote enterprise’s core competitiveness, affects the quality of enterprises in the competitive torrent. Today’s state-owned enterprises widespread the phenomenon of employees slacking, without enthusiasm. At its core, State-owned enterprises incentive strategy is flawed, it can’t fully staff motivation and potential. Days and months multiplying, the enterprises will inevitably be unable to maintain a healthy development trend. Today, the enterprise has become increasingly competitive. As the spine of the national economy, state-owned enterprises particularly fierce competition with each other. Enterprise competition is the talent competition. So, State-owned enterprises have to make perfect feasible incentive strategy to attract talents, retain talents, cultivating talents and use talents, and create greater efficiency and dominant in the competition.G company is a wholly state-owned company what’s Dalian state-owned assets supervision and administration commission set up, Now has 40 wholly-owned enterprises, pure holding enterprises, shares holding corporation. G company’s business covers 12 industry sectors, such as equipment manufacturing, financial services, industrial park development, aviation, medicine, chemical, food, energy, electronics, shipping and business, operating and managing assets over 20 billion yuan. Influenced by traditional state-owned enterprise thinking, there’s some shortcomings in G company’s employee incentive, giving rise to the low attraction of the enterprise and the low employee motivation.This paper adopts the combination of theory and practice and the method of questionnaire, researches and analyzes on current employees incentive problems of G company and sets up a variety of incentives, perfect communication network communication network and employee assistance program to make their creativity, initiative, enthusiasm to the limit, to improve the current situation of employees’ low work efficiency and the outflow of talent, make their creativity, initiative, enthusiasm to the limit and make more contribution for the enterprise.
