With the rapid development of the global economy, the large-scale consumption of energy resources has resulted in serious greenhouse effect, ozone layer depletion, acid rain and other environmental pollution phenomenon, which have been paid more attention to by the people. The developed countries have started to re-examined their own energy security, and introduced energy utilization security in the new round national energy development strategy. They greatly emphasized supply and use security, and use security, and the coordinate and balanced development between production and consumption, between economic efficiency and environmental production. Among them, the oil, as an important energy resource, is not only the lifeblood of the industrial economy in one country, but also a strategic material in every country. The importance of oil for China' rapid economic development is self-evident. At present, China' petroleum consumption is increasing year by year, so is the foreign dependence, which is a huge challenge to domestic limited oil resource. At the same time, the petroleum consumption will lead to environmental pollution as an important fuel. Therefore, it has become a pressing problem to realize the coordinate and sustainable development among petroleum, economy and environment.Petroleum is known as "the lifeblood of modern industry", and it is also an important factor in national economic development. At present, China is in a stage of rapid development with industrialization and urbanization, and petroleum consumption is closely related to China's economic growth. But our current economic growth is too extensive overall, the intensity of petroleum consumption is stronger than many developed countries, which makes the economic growth has the characteristic of high fuel consumption. Our domestic oil resource is limited, and the population base is large, so China is a poor oil country to many countries be full of oil, meanwhile, the petroleum consumption is large and the petroleum efficiency is not high, and the petroleum has a serious waste, which cause environmental pollution and other serious of negative issues. Therefore, our country face the growing petroleum consumption demand, the oil resource scarcity and the environment problem brought by the large petroleum consumption for sure in the process of economic development. It has become an urgent problem to correctly understand and handle the relationship between the petroleum consumption and economic growth, environmental pollution, and realize the sustainable development of the economy and environment under the oil resource bundle. But China has a vast territory, there exist differences of the natural resource, population distribution, transportation, education, industry, agriculture development in every region, which cause uneven economic development, and there also exist differences of economic structure, industrial structure, the state of petroleum consumption, environmental capacity, and environmental quality in every region. It is necessary to study the regional difference between the petroleum consumption, and the economic growth, the environmental pollution, which can provide a strong theoretical basis to achieve the coordinate and sustainable development of the petroleum, economy and environment.The regional economic development of China is greatly different, so are the regional petroleum consumption and the environmental pollution. Therefore, the research on the relationship between regional petroleum consumption and economic growth which based on inter-provincial panel data froml998-2008 is the perfection and deepening of the relationship between national petroleum consumption and economic growth, and the research on the relationship between regional petroleum consumption and environmental pollution indicator is the necessary complement of the problem above. Empirical results show that the contribution of regional petroleum consumption to economic growth is different in spatial distribution and the relationship between the regional petroleum consumption and environmental pollution is also different. So every region should formulate suitable economic development policy, petroleum consumption policy and environment policy according to its own industrial structure, oil resource and environmental pollution to promote the sustainable development of the petroleum, economy and environment.
