The Research On The Promotion Model Of Governmental Patent Work To Improve Hi-tech Industrial Competition

In 2008, China released the National IP Strategy, which was listed as one of the National Four Strategies with the Strategy of Developing the Country through Science and Education, the Strategy of Reinvigorating China through Development of Human Resources and the Strategy of Sustainable Development. In June 5th, "National Intellectual Property Strategy Outline" was promulgated by the State Council of the PRC, it took the Patent Strategy as an important part of the National IP Strategy definitely, and released that completely "implement the Patent Strategy and provide the important support for building an innovational country". Because there is an intently relationship between hi-tech industry and industrial intellectual property such as the patent, this paper focuses on the research that the governmental promotion model and implementation counterplan in hi-tech field in Nanjing area have been applied with the National Patent Strategy. The paper bases on four basic elements and two variables Opportunity and Government in the theory of industrial competitive advantage and the famous "Diamond Model" by Michael E.Porter who is a strategical management export of Harvard Business School, and integrates the core connotation of the National Patent Strategy, then draws a conclusion with the auther's experience in management works of technology and intellectual property for many years and her learning and understanding of the National IP Strategy. It establishes a competitive model to enhance hi-tech industry with industrial strategy, industrial cooperation, production element and demand element; and relevant promotion indicator system for the governmental patent work to improve hi-tech industrial competition, therefore it is the core content to improve hi-tech industrial competition and the main construction to complete the patent institution. The paper analyses on the development status of hi-tech industry of Nanjing and the result of main enterprises of Nanjing on four specific industries with the promotion indicator system for the governmental patent work. Through the patent observation such as creation, application, protection and management to find out the problem and counterplan existing in hi-tech industry competition in Nanjing area, it guides the comparative costs advantage to self R&D innovation advantage in hi-tech industrial development of Nanjing and provides the reference for the government to make the strategy of zone development and the regulation policy of industrial structure.
