Agent System Of Government Investment Projects Quality Risk Management Study

With the constantly enhance of our country's economic strength, the (?)le of government investment project is gradually expanding, which take higher requirements for project risk management. Because there are a lot of participants in the construction prcess of government investment projects, the risk factors of project is complexed and constantly changed. It is very important that how to management risk well from each subject and different stages of the construction prcess. Now, there is a lot of study about risk management, and risk management theory is almost used everywhere, but the study of the quality risk management is relatively less. The outcome of quality risk management will has a direct impact on project management level, it is urgent that take more attention from government departments to reduce the impact of risk factors.Based on characteristics of government investment project in the system of investing as an agent, this paper research on the quality risks of projects, through the use of fuzzy comprehensive evaluation for evaluate the quality risk, the quality risk level of project is achived, and an actual case is analysed as an example. Finally, the appropriate coping strategies are gived which is aimed at the quality risk in every construction phase of government investment projects.Through this study, there is some progress as follows:(1) the narrow scope of the project quality has been broke, the meaning of the quality has been extended, a quality indicators of government investment projects of system of investing as an agent has been builded. (2) the quality risk factors of government investment projects in the system of investing as an agent has been identified, and a quality risk indicators of government investment projects in different stages of project was established. (3) through the risk evaluation of a quality affordable housing project which is applied with system of investing as an agent, the fuzzy comprehensive evaluation and AHP for quality risk assessment was used. Based on the implementation of agent system, the relevant risk coping strategies was developed.
