Based on the human resources assessment in Yinhe Constructional & Chemical GroupCo., Ltd in Anxian, Sichuan province, the paper aims to design a performanceassessment system of human resources, which fits the development of the company andpromotes the growth of employees continuously, by exploring and analyzing the presentconditions and existing problems of the human resources in the company. Weimplemented the system using C# language and database technology.In this paper, we analyzed the conditions of human resources, improved the indicatorsfor the performance management and designed a human resources assessment systemfor the company. First, we performed a SWOT analysis about the present conditions ofhuman resources in this company and developed the important indicators ofperformance management, which contain salaries and welfare benefits, study andgrowth of employees, improvement of working conditions, internal construction ofhuman resources management system, talent introduction and encouragement, andimprovement of socialized safeguard mechanisms. Then, after three-month test running,we improved the performance assessment system, re-designed the grading criterions ofperformance assessment and determined the indicator weights of performanceassessment. Finally, we perfected the general frame of the design of performanceassessment system and cleared the key nodes of performance assessment in Branches.According to the needs of the system, we designed the software and the database indetail by the indicators and grading criterions of the performance assessment. Based onthe structure of Browser/Server (B/S), the performance assessment system wasdeveloped by C# language under the system platform of SQL Server 2005. The systemis composed of five modules, which are working plan, working log, performanceassessment, performance management and statistical summary. The encryption processand double backup design were used for data security. The data Synchronization andcalibration function were also designed between systems. In this paper, we focused on building a human resources performance assessment system which is practical and adapts the historical background and the current development of the company and then overcoming the problem of realizing strategic objectives because of weak education background of employees and invalid assessment.The performance assessment system is designed by flexible indicators and their weights based on the objectives and Key Performance Indicators (KPI) to adapt the development of the company. This is quite different from the majority of companies, where they use common software to assess performance.The most innovation of this paper is that the design and development of the human resources performance assessment is based on the strategic objectives of the company, which has huge advantages compared with current researches where they designed the performance assessment indicators based on job. It is obvious that the design of strategy-based performance assessment will truly meet the needs of the strategic development.Nowadays, the system has worked perfect, satisfied the basic needs of the performance assessment in the company and achieved the desired results. It has also provided a reference for the successful performance assessment in a company in a complex environment.
