Below the big trend of economic globalization, international trade has been developed rapidly, which puts huge pressures on the customs management. While the non-traditional security issues happening in succession raise a high standard for customs management function, and push the customs to change its traditional management functions to non-traditional management functions. The customs risk management methodologies and techniques also need continuous updating to adapt to the new environment. So, the study on the influence of on-traditional security issues on the customs and how the customs better cope with the challenge of on-traditional security issues have great practical significance.This paper focuses on this problem. Based on combining the merits of case-based reasoning and the characteristic of non-traditional security, it proposes to introduce the case-based reasoning into the non-traditional risk management of customs and extracts key information from the non-traditional security cases accumulated by the customs to build the case base, so as to provide abundant information to assist customs decision making timely with similar risk issues, thus better deal with the on-traditional risks.First, this paper reviews the risk and risk management theory, and expounds the definition of customs risk, customs risk management. Then it focuses on non-traditional security, discusses its definition and makes comparative study between non-traditional security and traditional security from four aspects including security subjects, security threats, security solutions and the scope of issues, and summarizes the present studying of the non-traditional risk management of customs. And then it takes the America, Netherland, Japan and Australia as representatives to introduce the practice of foreign customs risk management and summarizes its advanced experiences. After that, it takes Shanghai customs as example to analyze the present situation of customs risk management in China, analyzes the problems existed in each step and puts forward some thoughts to solve these problems.Based on that, this paper introduces the CBR method into the non-traditional risk management of customs, and presents a brief review of research status on CBR theory. It illustrates the main work flow of CBR method including case description, case retrieval, case revision and case learning. It discusses the applicability of CBR method in non-traditional risk management of customs and points out that CBR method can help customs better cope with the influence of non-traditional security with characteristics of diffusivity, dynamics, potentiality and unpredictability, so as to improve the efficiency and quality of the decision making.Finally, this paper researches on the construction of the case base system. It classifies the non-traditional security into four categories as ecological and environmental security, economic and financial security, social and culture security and information network security with fourteen subclasses. Based on that, it elaborates the key steps of the system construction process, and designs the system structure with four modules as system management, case reasoning, case management and knowledge management. It also illustrates the function structure of the system and gives explanation to each operation interface as well as the overall work flow of the system, in an effort to provide a new idea for the non-traditional risk management of customs.
