The tragedy of "9.11" in the U.S. has had a profound impact on the global supply chain.While keeping terrorists and their weapons out of the border, it also has a responsibility for securing and facilitating trade and travel to the Customs administrations.Transnationality is an extremely important feature of non-traditional security. International organizations have concerned their focus from strengthening the trade control for the maintenance of international trade order to promote international trade security and facilitation, and to ensure the security of State frontiers. Representing99percent of global trade, Customs administrations have important powers that exist nowhere else in government-the authority to inspect cargo and goods shipped into, through and out of a country. Customs also have the authority to refuse entry or exit and the authority to expedite entry. Given the unique authorities and expertise, Customs can and should play a central role in the security and facilitation of global trade. Customs administrations are in a unique position to provide increased security to the global supply chain and to contribute to socio-economic development through revenue collection and trade facilitation.In the process of economic globalization, countries strengthen international security cooperation.Countries use their own influence, through active participation in international negotiations, and make full use of rules to develop international trade rules of their economic interests. Customs administrations have carried out effective cooperation on trade facilitation, goods supply chain security and fighting terrorism, the implementation of border protection.At present, China’s economy in the rapid development of comprehensive strength has increased markedly, and significantly improved its international status. This provides practical conditions for the Adminidtration of Customs of the People’s Republic of China to participate in international affairs, to develop the international rules of the game, to play their own influence,and to safeguard the interests of the state. At the same time, China is still a developing country which means that we should care about both the the proportion of the investment and regulatory effectiveness and the national conditions in the domestic transformation processes of international standards.
