Research On Financial Support To Agriculture Policy In China

China is a large agricultural country, so agriculture is the foundation of the national economy and plays a decisive role in our country. Meanwhile, agriculture is a weak industry because it is very vulnerable to production risk, it lacks of risk-resisting ability and it has low relative benefits. So financial support for agriculture carries great significance for it and fortunately has made great achievements for its development in recent years.With the growth of financial solvency, state support for agriculture has further strengthened. However, some problems are still exits in the implementation. First of all, urban-rural dual structure is very prominent. Secondly, agricultural development is still lagging behind, arable lands are extremely insufficient, population, resources and environmental constraints have increased, climate change intensifies its impacts and natural disasters frequently happen. These factors all weaken the effect of financial support for agriculture. Thirdly, the total financial support for agriculture is not sufficient, the structure of the support is not reasonable and the support does not meet the target that the growth rate of financial support for agriculture should catch that of fiscal expenditures. Finally, supply of public goods is inadequate in rural areas, central and local responsibilities and rights are not clearly demarcated, financial transfer payment is not sufficiently standardized.The effective measures to promote financial support for agriculture are as follows. First, strengthen the financial support for agricultural production. Second, input more financial assistant for the construction of rural infrastructure. Third, bring the policy of financial support for agriculture into legal system. Fourth, continuously adjust funds to invest in the support according to WTO rules. Fifth, perfect the structure of expenditures in the financial support. Sixth, update the financial management system of that support .This paper mainly studies financial support for agriculture, it starts with the raise of the question, then analysis it and finally solve the problem. By discussing the current status, problems and causes of financial support for agriculture, it finally puts forward policy proposals for the improvement of financial support for agriculture.
