Agricultural Tax Era Of County And Township Powers. Relations

It is a problem for each country to confront that straightening out the relationship of government powers of county and township and the question for China is more complicated because of a five-tier government structure. With the acceleration of the rural reform, especially in 2006,we cancelled all agriculturaltaxes which marked the over of "Farmers keep politics" era and we had entred into the era after agricultural tax. And the reform of rural taxes has the significant influence on our government powers of County and township, new problems come then, for instance, what can grassroots government do after abolishing the agricultural tax, the government should how to be out of more serious financial trouble after abolishing the agricultural tax and should how to solve the problem of rural public product supply shortages and so on.Therefore,it is a problem for our government to straighten out the relationship of government powers of county and township in Post Agricultural Taxation Period.This paper is aimed at the problem to do research on power relations of county and township in Post Agricultural Taxation Period. Expounding the reform of rural taxes and the influence of power relations of county and township governments, the necessity and basic basis of straightening out relations of county and township in Post Agricultural Taxation Period. Comprehensive analysis on current situation and the problems of government powers of County and township in Post Agricultural Taxation Period; analyzing the reasons, straightening out the experience of government power relations in developed countries and then give some countermeasures and suggestions on straightening out government powers of County and township in Post Agricultural Taxation Period. This article mainly includes six parts:The first part is the introduction, which mainly expounds the topic, background and significance of the research status, domestic and foreign research target, contents and the research methods, in this paper possible innovative points and the shortage, and for some explanation and the related concept definition.The second part:Doing research on the necessity and basic relationship full basis of straightening out power relations of county and township in Post Agricultural Taxation Period for which lays a theoretical foundation for the research. This chapter introduces the influence of power relations of county and township government which caused by the reform of rural taxes, lays a big background for full text. Then analyzed the necessity of straightening out power relations of county and township in Post Agricultural Taxation Period from three aspects:the first is to implement the important content of the furtherance; second is the inevitable requirement of in-depth development of promoting the market economy and regional economy; third that rationalizing power relations is the key link of straightening out the relations of County and township.Finally this paper introduced basic theory basis from two aspects of theory and practice:Theoretical basis including relationship between the central and local,level theory of supplying public goods and government function division level theory; Practice on traditional "pressure" type system had failed to meet the actual rural development in Post Agricultural Taxation Period.And township levels rather management relations, and township levels regime, functional dislocation offside, vacancy frequently occurred; Intensifying conflict of interests between the county and township governments; Two levels of county and town government agencies and multifarious, bloated.The third part:this paper introduces experience that the foreign countries straightening out power relations between local government and their inspiration to China. Which is a problem to each country how to straighten out the government power relation in controling process. Most developed countries generally dedicated central and local government powers into perspective by the constitution or the law specifically, these typical countries straightening out the practice of power relations for Chinese government, can provide the reasonable division between powers of certain reference. In this chapter giving four advices by analying the practices of straightening out the power relationship in some typical countries:the first clearing at all levels of government function is the premise of divided government powers; second perfecting China's relevant laws and regulations of the power relations; third scientifically differentiate between financing governance at all levels of the government; fourth the government need to enacte completly transfer payment system.The forth part mainly analyzing the present situation and problems in Post Agricultural Taxation Period with the power relations of county and township governments, through the analysis of the present situation we can find out the existent problems which is the main content of this paper. China's existing power relations between the central and local governments is caused by 1994 powers the tax-distribution financial system standard, but there is noing for local governments at all levels of the division of power relations in the 1994 tax-distribution financial system. So at all levels in provincial, municipal and county and township governments the division is not good.And there are some problems such as powers rather cross each other, overlapping phenomena, and the situation still is not changed when we had come to Post Agricultural Taxation Period.However we have many more problems,.The problems of county-level are summed up as follows:the first county-level unreasonable power division; second it is not clear in county-level power boundary Third county-level intergovernmental voice dislocation. Forth county-level government conforming with market power an ill-defined category. Fifth it is not matched conforming with financing and financial resources; Sixth it is lacked of standardized power relations in law.The fifth part is analyzing the reasons about power relations in Post Agricultural Taxation Period, analyzing the problems which is in the government powers of County and township in the era after agricultural tax to find out the root of power division, and then puts forward chaos favorable Suggestions. This chapter focuses on analyzing the problems and reasons in Post Agricultural Taxation Period:the first the government function does not reach the designated position; second financial management system in village is not imperfec; Third financial transfer payment system is not reasonable and normal. Forth the fiscal disposable income of county and township government dropped dramatically.Fifth too much government hierarchy increased the difficulty of power division.The last the current administrative system leads to the asymmetric game between county and township.The sixth part:Puting forward measures about power relations in front and the present situation and existing problems on the basis of the analysis of the causes which means that government measures about straightening out power relations county and township governments in Post Agricultural Taxation Period:the first is accelerating the reform of administrative system, constructing scientific and public governance structure; second it is further perfecting the tax and financial system in Post Agricultural Taxation Period. Third is to perfect the relevant law system, standardize power relations; forth is to realize the interest relationship between the county and township governments regulating game and balanced development.
