Tourists are the subject of travel and tourism studies. The exploration of tourists is an important part of tourism research. Scholars from different subjects learn the tourists'spatial and temporal distribution and behavioral characteristics from different perspectives, and with different methods. Based on 20 major tourist cities in China as the research object, by the method of data sorting, data induction, the qualitative and quantitative and statistical analysis, analyze the spatial and temporal distribution regularity and consumer behavior characteristics of foreign visitors in 20 urban cities, and suggestions were put forward.This paper is divided into three sections:The first part is the introduction and literature review. This part proposed the background, the significance and the methods of of thesis, and summarized the literatures review.The second part analyse the temporal and spatial distribution of foreign tourists characteristics of 20 major tourist cities in China, applied tourism geography theory and tourism marketing theory, according to the data of Chinese tourism statistics yearbook (2001-2010),and cities years of Bulletin of national economic and social development statistics, using Index of Variation Coefficient , Gini Coefficient , Annual Change Index.The third part studied the consumption behavior characteristics of foreign tourists of Chinas 20 major tourist city, according to the data of Bulletin of national economic and social development statistics, Sample survey of inbound tourist (2004-2008) and Report on Urban Tourism Development in China, by using method of statistics and comparative analysis and the clustering.The main conclusion of paper as follows: (1) foreign tourists in 20 cities has a growing trend on time, and more equilibrium on the space distribution, but the top source countries still take high proportion.(2) Wuhan has unique attraction to foreign tourists, the attraction of Chongqing has always been strong, Xian, Nanjing, Wuhan, Kunming, Guilin and Shenzhen have strengthened the attraction to foreign tourists, the attraction of Hangzhou and Chengdu declined. And the cities have strong attraction on France and Germany, stronger attraction on Britain and Thailand, the attraction to Malaysia is weakened.(3) The average stay night of foreign tourists in Beijing, Shanghai, Nanjing and Xiamen is long, in Xian, Suzhou, Wuxi and Ningbo is growing faster, in Huangshan, Kunming and Guilin is short, and in Chengdu is shorter.(4) The spatial distribution of foreign tourists'stay night has significant regional differences. Clustering divided 20 cities into four categories, first and second class is mainly in the eastern of China, and the third and fourth class is major in central and western of China. So the foreign tourists in eastern of China are stay longer than in central and western of China.(5) Clustering result show that consumer behavior of foreign tourists in 20 cities has obviously regional characteristics. Generally speaking, the consumption of foreign tourists in the eastern of China has high level relatively. Huangshan, Guangzhou, Shenzhen, Dalian, Qingdao and Xiamen stimulate the consumption of foreign tourists well, Beijing, Chengdu, Wuhan still has a long way to go.(6) Foreign tourists in 20 cities mainly spend on shopping, long distance transportation and accommodation, expenditure on catering, scenic tour and entertainment is not much and the growth is not obvious.(7) The author suggests that 20 cities should be grasp the development orientation of tourism, strengthen trans-regional and inter-regional cooperation, strengthen tourism infrastructure construction and improve the service quality, innovate tourism products, stimulate the development of inbound tourism by different circumstance, and strengthen the tourism talents training and crisis prevention mechanism.
