With the arrival of knowledge-based economy and the background of economic globalization, all walks of life is becoming more competitive. Transforming from the extensive style of economic growth to intensive one, economic growth increasingly depends on the knowledge innovation and personnel training, thus the governments pay more and more attention to education. In order to develop outstanding talents, our government must develop education and improve the quality of education. By the end of 2008, the State Council agreed that from January 1st 2009, performance-based pay would be carried out among teachers of compulsory education. The main purpose of this policy is to attract talented people to be teachers, but for more than two years from policies to implementation, various contradictions emerged endlessly and controversy waged one after another.For schools, good teachers are the guarantee of the quality of education, therefore, how to make good use of performance-based pay to inspire teachers, develop teachers and improve teachers performance, and gradually raise the overall school education quality, this is the important issue placed in front of every principal of every school.Based on seven sample schools of Shanghai, Zhabei, by doing some questionnaire and interviews, and scientifically analyzing some data by mathematical statistics, and examining with my own work practice, I studied the constituting procedure and program of school performance-based pay, and some school democracy management factors and evaluation indexes of teachers which could affect their performance-based pay. Meanwhile, some suggestions and countermeasures to improve performance-based pay policy are proposed from the angles of government and schools. I hope my study will provide reference and help to all types of schools.
