With the worldwide shortage of energy supplies and the more attention to protecting environment, many countries regard the development of renewable energy as an important component of energy strategy. However, complicate technology and high cost limit the development of it, all countries have formulated a series of relevant policies to promote the renewable energy industry. Policy performance evaluation is a significant link in the nrocess of policy operation, because it can provide the basis for policy implementation and the reason for next adjustment. Firstly, this paper contrasts the policies and current development of domestic and international renewable energy and makes a summary of the experience of renewable energy development in typical countries of the world, putting forward the necessity of it in China, and pointing out the existing problems of our country. Secondly, study on the evaluation method of incentive policies of renewable energy in China, establishing the effective-efficiency-fairness evaluation system of renewable energy policy. This paper evaluates the effectiveness of the policy respectively from two aspects, the total index and environmental effect, makes equity index from the perspective of "sewage charges" makes the subsidy performance and cost performance as the index of policy static efficiency, researches on the policy dynamic efficiency from renewable energy’s technology efficiency. Thirdly, this paper does an empirical evaluation on China’s subsidy policy of renewable energy.The results show that, the installed capacity, power generation of renewable energy industry in China is showing a rising trend and the power supply structure is gradually optimized in the incentive of the policy. Additional, the environmental effect is more and more obvious. LCOE Model of wind power reveals that the cost of unit generation of wind power is decreased year by year from 2008 to 2013, enhancing the competitiveness of renewable energy market. Then the paper analyses the total factor productivity of wind power industry in 20 provinces of China using Malmquist index method based on the DEA model, the conclusion is that, renewable energy incentive policy can fully excavate the existed technical efficiency, however, there is no development and promotion of new technology.This paper calculates the fairness according to the data of Northeast Power Grid, the result is that, with the increase of the proportion of renewable energy, energy cost per unit increases and the burden on the consumer is more heavier. So, renewable energy incentive policy should consider the bearing capacity of renewable energy and costs to regulate its proportion.
