Study On Renewable Energy Strategy And Policy Of China

Energy resource is power of economic development. However, The massive fossil consumption makes it not sustainable in the long run. Accompanying that, it appears the sharp contradiction between supply and demand of energy, the unreasonable structure of energy, the serious waste of energy, the inefficient use of energy and the energy pollution problems. In this background renewable energy including winding energy, solar energy, biomass energy etc. conforms to the requirements of sustainable development. And renewable energy is the inevitable choice in China because it has the characteristics that do not pollute the environment, discharge the gas of the greenhouse, can be utilized continuously forever, and so on. However, for the reasons of dispersion, difficult acquired character, high investment and long periodic of investment repayment with the renewable energy, the government must made many kinds of policies of public finance and taxation to promote renewable energy technology commercialization, and improve market penetrability and economic competitiveness.The thesis is divided into six chapters. It includes the definition in energy and the mechanism of 3E system and It analyses the function mechanism of main factors and policy on the aspect of theory. The third chapter, current situation in the development of energy and renewable energy in China. The fourth chapter, research in the law of renewable energy. The fifth chapter, analyses of the conditions of renewal resource in China. The last chapter, policy proposals to improve the development of renewable resource in China. To encourage the development and utilization of renewable energy industry, perfect our industry policies and increase using proportion of renewable energy products in the overall energy utilization structure, Chinese government should learn from the successful developing renewable energy experiences of developed countries and establish the following incentive mechanisms to achieve the goal of sustainable and harmonious development of economy, society and environment: markets, price of renewable power.
