The Greater Mekong is the only international river which flowing through the six countries in Asian. The whole river basin is called The Greater Mekong Sub-region (GMS).The Greater Mekong Sub-region economic cooperation was established among all Mekong riparian states in 1992 initiated by the Asian Development Bank (ADB). With economic growth of each country, energy and electricity demand in the GMS has grown rapidly. Effective supply of electricity provides a strong impetus for the social and economic development, which has a direct impact on the pace of economic development. So, the hydroelectric power cooperation has become a topic that sub-regional countries pay much attention to and the important cooperation field. The GMS is endowed with abundant resources that power generation potential, such as hydropower. However, many countries in the GMS also face difficulties in accessing financial resources and technologies to exploit these energy potentials.Under such circumstances, the hydroelectric power cooperation in GMS can achieve regional and transnational most optimum distribution of resources, alleviate electricity imbalance between supply and demand in the region, and accelerate sub-region's economic and social development. Based on privatization and deregulation, multinational banks have advocated the establishment of a regional power-grid-based market. However, many issues with regard to power trade in the GMS largely remain unsolved. This strategy has been subject to many barriers. These difficulties have a direct influence on headway of hydroelectric power cooperation. In discussing this proposal in detail, this paper focuses on political, economic, policy-making and institutional issue. The paper analyses the hydroelectric power cooperation in GMS under the neo-functionalist theory of spill-over.Thus the paper proposes some suggestions on hydroelectric power cooperation.As a participant, China makes a great effort with a positive and programmatic attitude in the process of cooperation and development of hydroelectric power. In future, China should make full use of China—ASEAN Free Trade Zone and play a dominant role so as to push forward hydroelectric power cooperation and achieve sub-regional common prosperity and development.The thesis is divided into five parts. In the first part, a brief introduction with background and significance of the research is presented, which is followed with short review of the research conducted both home and abroad. And the research method and innovation is also introduced. In the second part, history evolution of hydroelectric power cooperation in GMS is presented, with a comprehensive elaboration. In the third part, the key difficulties during hydroelectric power cooperation are analyzed in depth in terms of political, economic, policy-making and institutional issues. The fourth part studies the hydroelectric power cooperation in the view of the neo-functionalist theory of spill-over and draws some suggestions to the future cooperation. The Last part studies concrete content China participate and the countermeasures that China should adopt during hydroelectric power cooperation.
