Due to the rich water resources for developing all kinds of hydropower stations (large and medium-sized, small and micro-hydropower stations) in East-Tibet, hydropower resources have been exploited to fill the requirement of family and industrial power consumation for a long time. However some problems have arisen during the development of hydropower resources exploitation. Firstly, the slow development of the large and medium-sized hydropower stations has been one of the key factors retarding the local economic growth; Secondly, the small hydropower stations can't adapt well to the special natural conditions in this area, and especially it is serious that most of the small hydropower stations are scrapped ahead of time; Thirdly, the micro-hydropower stations, which suit the actual condition of the rural and pastoral districts, have not been developed properly.Aimed at the above problems of hydropower exploitation, this paper commits an analysis with Porter model and SWOT theory, and after the discussion about the further development according to the facts, it presents sensible development countermeasures, such as developing large and medium-sized hydropower stations with WO and ST strategy, developing small hydropower stations with ST strategy, and developing micro-hydropower stations with SO strategy. At last, this paper also brings forward advice and measures on development of hydropower in East-Tibet.The research results herein can offer beneficial reference for other regions in drawing up strategy of hydropower development. Moreover, it would be especially noteworthy that this paper brings forward the measure of giving priority to the development of micro-hydropower stations to meet power demand in plateau with sparse population and unfavorable natural conditions.
