The Tibet's social and economic development have made great progress, human resource development have also made some achievements, it trains a large number of talented people and builders for Tibet's economic and social development,with our country,s assistance and the tireless efforts of the local government of Tibet, since reform and opening up.Because Tibet is influenced by the special natural conditions, historical conditions and social conditions and many other factors, the development of human resources is slow in Tibet,it is incompatible with the rapid development of Tibet's economy and comprehensive well-off society.Judging from the existing literature,there is no many articles about studies of human resource development in Tibet, researchers have focused on the concept of updating, education and training, systems and mechanisms,they are not enough comprehensive on human resource development in Tibet, there is a certain amount of research space.The human resources development has universality and specificity. During the specific course of the study of human resources development in Tibet, the author uses fully the existing literature to put forward some targeted countermeasures and suggestions based on the status of Tibet's human resource development, and analysis and discuss systematically human resources development through combining human resource development theory and practice in Tibet.First of all, it elaborates the current status of human resources in Tibet: the number of human resources is rich, the overall quality is not high, and the structure is irrational. Secondly, the author puts forward the main issues of human resources development in Tibet based on the analysis of the overall human resources status : rapid population growth has impacted greatly on the economic and social development; the development of education is slow,the level of human resource development is low; the talent run off serioesly, it weaked the power source of socio-economic development in Tibet;the level of health care is not high, it restricts the stock of human resources and elevation of the population health,s level;the inadequate human resources development planning impacted on the overall process of human resource development.Thirdly, The author has done a further analysis for constraints factors of human resource development problem base on human resources development the existing problems and special regional in Tibet. Tibet's harsh natural environment affects the health of human resources; sensitive political environment restricts the development of human resources focus; the concept hysteresis government officials do not attach importance to the importance of human resources development;the awareness commodity economy of farmers are herdsmen poor, they do not have the ability to participate and control the market; atypical dual economic structure and social structure lead to slow Tibet's economic and social development and affect the process of human resource development; during the transition period of the economic system, imperfect and unenlightened market economic system result the irrational industrial structure and the improper allocation of human resources;the soft and hard environment of human resources working and living is poor, incentives and protection mechanisms restrict the rational flow of human resources.Finally, the auther puts forward the countermeasures and suggestions of the human resources development on the basis of the work of Tibet reality and learn from the experience of human resource development at home and abroad. The Government should adhere to the scientific concept of human resource development, firmly establish the human resources are the primary resources, human resources capacity-building as the core and ensure the population, resources, environment, economic and social comprehensive coordinated and sustainable development. The Government should raise the ideological and cultural human resources,enhance national unity, maintain the reunification of the motherland and promote the building of a harmonious Tibet; We can achieve a lasting and stable Tibet's social and economic development through enhancing the National's own "blood" function;The Government should fully absorb the social resources and vigorously develop education in ethnic minority areas and also cultivate the types of builders for Tibet's social and economic development; The Government should control population quantity appropriate and improve the quality of the population; The Government should draught and perfect related system and realize the upgrading of industrial structure,optimize the allocation of human resources in order to ensure that the construction of cities and towns can carry out, promote the rational flow of human resources; The Government should draught a variety of preferential policies, to attract foreign talent, stabilize the existing talent through "policy of keeping,the cause of keeping,feelings keep people,keeping treatment"; The Government should perfect the social insurance system and lift to worry about the flow of human resources and provide protection for the rational flow of human resources.Human resources development is a complex and systematic project, which will be perfect gradually with the development of society and continued. I hope that this article can improve the human resources awareness of the Tibetan government departments and provide some reference value for solving the existing regional human resources development.
