The time for theoretical circles for "corporate social responsibility" is quite long, Companies from western countries saw profit-maximization as the sole objective at the beginning, but in recent years the academic and practical researches on corporate social responsibility are quite plentiful, the researches on corporate social responsibility of our country began from 90s of the last century, booming from then. Unfortunately, the studies at home and abroad are mostly concentrated in large enterprises or state-owned enterprises, the studies of social responsibility for SMEs are quite few.SMEs account for more than 99% of the enterprises in China, which is the main force in the creation of China's GDP. Many small and medium-sized enterprises are labour-intensive and export-oriented, are scarce, which are mostly hard to survive because of the lack of resources. Compared with the large enterprises, they lack of reputation incentives, simply providing public goods, and then should the SMEs fulfill social responsibility, where is the dynamic mechanism, and how to achieve, this is the content of this article. This article adopts the empirical research and standardization of methods, the drive of social responsibility in small and medium-sized enterprises exist both inside and outside, but because of the system and its inadequacy, there are improvements, based on the above analysis, build SMEs social responsibility implementation mechanism from the external and internal angles, that is to say, government departments should be improving and perfecting the external governance, social responsibility research and evaluation system, strengthening the internal ethics in small and medium-sized enterprises, and implement social responsibility concept and strategy of fusion and medium-sized enterprises. The conclusion to small and medium-sized enterprise social responsibility provides a theoretical possibility.
