As the second pillar of the multiple-pillar old-aged security system in China, the occupational pension system has received strong government support and experienced fast growth over the past twenty years. However, in contrast with China's large gross domestic production (GDP) number and labor base, the accumulated amount and coverage of occupational pension remain low, which is attributed to the stagnated development of small and medium-sized enterprises'(SME) occupational pensions. A major part of China's national economy, SMEs have created enormous social fortune and brought ample job opportunities. However, while China is vigorously promoting the occupational pension system, SMEs'participation in this system is far from satisfaction, which adversely affects the further development of the occupational pension market. Despite that collective occupational pension plan is introduced as a tool to cope with the sluggish development of SME occupational pension market, no significant progress has been yielded thus far. In this context, this paper has, based on the occupational pension theory and SME's characteristics, provided a comprehensive analysis on the status quo of China's SME occupational pension market. It also aims to study external and internal factors impeding the development of SME occupational pension. In addition, this paper uses comparison and induction methods to introduce the experience of overseas SME occupational pension plans. Drawing upon overseas experiences and basing on China's reality, this paper sets forth micro-level recommendation on internal design of China's SME occupational pension plan, macro-level recommendation on external policies promoting China's SME occupational pension plan, in an attempt to bring forth suggestions for China's SME occupational pension plan.Composed on the basis on the author's extensive study of domestic and overseas references pertaining to occupational pension, this paper consists of five chapters. In the first chapter, the author introduces the background of the research and the purpose for selecting this topic; provides an overview of relevant domestic and overseas reports; clarifies the research methodology and framework; and highlights the innovative aspect and deficiency of this research paper. In the second chapter, the author expounds the theoretical basis of the SME occupational pension plan. In the third chapter, the author conducts a comprehensive analysis of the status quo and the negative factors of the development of China's SME occupational pension market; studies the collective occupational pension plan and its limitation. In the fourth chapter the author introduces overseas SME occupational pensions in the United States, Australia, Hong Kong, and the Netherlands, and compares their respective characteristics. The fifth chapter the author puts forth policy suggestions for promoting the development of China's SME occupational pension market: improving the internal design of SME occupational pension plan; promoting semi-compulsory occupational pension system, allowing the co-existence of different collective pension plans, establishing relevant regulations and preferential tax policies, and finally developing a well-rounded pension supervision system.
