A Research On New-type Industrialization About The Xinjiang Corps

How to achieve rapid and healthy economic development catch-up style is an enduring research topics in developing countries and regions, but how can we jump out of the traditional model of economic growth, to avoid duplication of arising in the course of the excessive consumption of resources and serious environment pollution trap in economic development of the developed countries, it led to a long time in academic attention. Since Comrade Jiang Zemin at the party's "National Congress" reported that "put forward for China to adhere to the information-based industrialization, promotion of information, out of a high technological content, good economic returns, low resource consumption, less environmental pollution, human resources be brought into full play the advantages of new-type industrialization road", established the basic ideas and concepts of China's development. The Corps as a frontier of the motherland, has a special mission, the issue of economic development have been gradually emphasized, for the effective discharge of duties " garrisons reclaiming and frontier defenses". Therefore, comprehensive and in-depth, systematic study of the issue of new-type industrialization Corps is an important subject.To a scientific, systematic and comprehensive study of new-type industrialization on the Corps, this article uses factor analysis, regression analysis, data analysis methods such as contrast. First of all, we selected 25 new-type industrialization indicators of quantitative research to determine the overall level of new-type industrialization at this stage the status quo of the Corps, with the nationwide provinces and cities in 2007 for horizontal comparison, as well as the measured level of the Corps 2002-2007 vertical movements. Based on the status of new-type industrialization, combined with information technology, technological advances, investment, human resources and urbanization, for the systematic study of new-type industrialization as well as the co-ordination between the factors on the Corps and made a shallow recommendations.Through research and analysis, the main conclusions of this paper are:(1) the level of new-type industrialization of the Corps is relatively low, from the national average level it is in the fourth category of least developed category and ranked 23; (2) Corps information technology, though civil infrastructure is at higher levels, the output and the number of practitioners of information industry are in a very less-developed stage, in accordance with the actual situation, as a main driving, information technology and information industry development of the service industry will be emphasized; (3) Corps, inadequate investment in technology research and development, technological progress, especially the backward industrial technology; (4) Corps, the investment structure has serious problems, the main structure; is heavily dependent on government investment, industrial investment structure focused on traditional industries, the proportion of over-investment in agriculture, industry and modern service industry are under-investment; (5)The existence of human resources of Corps has major structural problems, quality issues, high-level professional talent shortage, lack of demand with high academic qualifications, while the education and training institutions training capacity is limited; (6) the existence of the urbanization and industrialization displayed a serious discrepancy between the phenomenon of Corps. The two do not have an interactive relationship. Therefore, the Corps should be based on investment for the adjustment of industrial structure as the starting point to promote human capital accumulation, emphaseze the information, science and technology R & D for the development, and the material basis of the Corps towns systematic strategy to promote new-type industrialization of smooth implementation of the strategy of the Corps.
