In the long evolutionary history of human, labor has been playing an important role. In our country, rural labor accounts for a considerable proportion of the whole social labor resources, in the process of social progress and economic development plays a vital role. However, with the increase in population size in China, the rapid development of science and technology, more and more rural labor force from the land, emerged a large number of rural surplus labor force. The rural labor force shift in employment in our country has its historical inevitability, is the inevitable result of economic and social development in our country. Agricultural technological progress is to increase agricultural output, improve the level of farmers' income, the important way to promote the development of agricultural economy, is the party and the government has been very concerned about the "three rural problems". Since the reform and opening, agricultural technology innovation progress and greatly improve the agricultural labor productivity, well played an "alternative" and "labor" role, greatly promote the improvement of the farmers' income. At the same time, with the rapid growth of China's economy since the reform and opening up, urbanization has been rapid development, since the eighteenth big central urbanization as a historical task of modernization construction in our country, the urbanization rate increased rapidly, but only to the population concentrated there are many defects to measure the development of urbanization, the central government and timely put forward the new development ideas and strategy of urbanization. Agricultural technological progress will increase the rate of agricultural labor, release a large number of rural labor force, to form the foundation of the rural surplus labor transfer. And inevitably drive the development of industrialization, the process of urbanization provide a large number of job opportunities for rural surplus labor, attract rural surplus labor force transferring to towns. Therefore, discusses the agricultural technology progress, urbanization and new rural surplus labor transfer, the relationship between for solution to develop rural surplus labor transfer, promote the agricultural technological progress and to optimize the urbanization construction have important theoretical and practical significance.Based on analysis of agricultural technical progress, urbanization and rural surplus labor transfer in China, this paper comprehensively discusses direct and indirect effects of agricultural technology progress and the new type of urbanization on rural surplus labor transfer. Specifically, first of all, set up comprehensive embody the new urbanization index system of multiple points of view, and gives the corresponding measured data from 1998 to 2012 new urbanization level among regions; And then through the theory analysis of direct and indirect way of agricultural technology progress and new urbanization influencing rural surplus labor transfer; Finally,on the basis of the present situation and the theoretical analysis by setting the dynamic panel data econometric model system GMM method empirical analysis of agricultural technology progress and new urbanization and related control variables influence on rural surplus labor transfer. Formation of the national research shows that the agricultural technology progress "push" and "pull" of new form of urbanization to promote rural surplus labor transfer to non-agricultural industries in cities and towns have a significant effect; And the interaction of the two also indirectly promote the rural surplus labor transfer. Study areas, agricultural technology advancement of "push" from big to small in turn to the western, eastern and central, and the urbanization "pull" from big to small, in turn, as the central, western and eastern.
