Since the 1990s, with Business Process Reengineering and Supply Chain Management being put forward, more and more companies put a lot of money and effort on business process reforming and supply chain structure optimizing, in order to enhance the control of resources as well as develop and maintain competitive advantage in an increasingly complex market. 20 years of many successful practices in BPR accumulated a lot of data and precious experiences, which greatly enrich the methodology and methods of BPR. However, according to statistics, 70% of foreign and domestic firms'BPR implementation ended in failure. Currently, BPR studies mainly concentrated in practice level as well as lack of theoretical basis and structuredanalysis and optimization methods. Based on resource operations view, the article introduced MICK-4FI resource classification system to separate complex business processes into multi-level sub- systems and used Interpretive Structural Modeling (ISM) method to analysis business processes in different levels and propose a set of structured process analysis methods, which can not only provide logical support for the process optimization, but also help companies improve the success rate of BPR projects.Firstly, the article conducted a comprehensive summary of both foreign and domestic BPR research, based on which built BPR methodology framework; then, we carried out a detailed introduction of resource operation mechanism and MICK-4FI model, established a hierarchical view of business processes based on it; After that, the article established a business process system model using ISM method and discuss its principles and steps; Finally, by a case study, the article explained how to use this method to enhance resource control ability. We believe that this method can provide valuable supports for both theoretical and practical application.
