With the using of technology in the construction project, the professional works involved in project implementation process become more complex, the project management is more complex, and the trade-off of multi-objective becomes difficult. The focus of project management is time, cost and quality. Project target management gets defficult because of the opposite and unified relationship of three main objectives. To achieve the management goals, managers should handle the relationship of three main objectives. Making models for project multi-objective optimization will provide effective decision support for managers.There are a lot of classic algorithms which have been used in dealing with multi-objective optimization, which are mostly established models in a single goal or two goals, such as time-cost models, quality-cost models, quality-time models, then solve the problem by using mathematical method. Using this method destroys the integrity between the three main goals, at the same times, the applicability of quantitative quality objectives is not well.Based on the research of target management and multi-objective decision theory, this article analyse the multi-objective optimization model. Mainly include network model, quality cost model, value engineering model, the quality of the reliability model, etc. On the base of analysing the application and the defects of the above model, this paper will give a new multi-objective model of time-cost-quality using the theoty of value engineering. At the same time, to solve the quantitative of quality objectives, this paper design a model to nanlyze the project quality level by using reliability theory. At the last of this paper, an actual case is proposed, which verified the feasibility and practicability of the model.
