Based on the project cost management theory, the thesis has researched the cost control of Taiyuan international trade real estate development project(TITP).According to overall cost management theory, in order to control construction cost, the paper begins with design phase, which affects 70%-90% of the whole cost. The work level of design will directly affects economic results after construction. The construction phase is a process of changing design paper, material, semi-finished product and lacilities into project substantial body, is the main phase of making project value and use value come true. According to the statistics, this phase affects 5%-10% of the whole cost. And in international project process, construction claiming damages has become one of the main ways to avoid suffering a loss and getting profit. It is researched that the construction department has raised its profit by 10%-20% through claiming damages management. Every project has 20 times of claiming damages, 93% of them can succeed. The paper uses Value Engineering and Earned Value and CMP to control cost in different phases. In Taiyuan international trade real estate development project (TITP), the thesis combined theory and practice so that the shape can be more scientific and more reasonable. Through the severe cost control of every phase, TITP project has improved obviously than the budget. i.e., the overall cost lalls7.3%,time limit claiming damages has cleared the duties between client and contract businessman, saves the cost in most limit, reached the expect purpose basically.
