Meat is the main source of animal protein for the people, the continuous improvement of living standards makes the consumption of meat is growing. To meet the basic requirements after the number of people on the safety of meat products for consumption, that eat "safe meat" and "safety of meat," has become the main trend of meat consumption. The number of products consumers demand not only sufficient but also more concerned about, including nutrition, lean meat, toxic substances harmful to the internal quality and safety content. The meat quality and safety is the most important either to meet the needs of the domestic market or export markets. Therefore, in the current study the issue about meat quality and safety are particularly important and urgent.Many researches have been made at home and abroad about the hot issue of food security, and achieved many achievements. But they have no systematic and profound study and analysis. In this paper, with the domestic-related theoretical study and its results, research is made on meat quality and safety of Jilin Province. The research on meat quality and safety management system must be built on the analysis of the main acts of micro-economic entities - producers or farmers, slaughter and processing enterprises .Based on it, in this research, the basic idea is to take farmers, meat processing enterprises as the research object, namely, the producer of meat industrial chain, and finally to draw conclusions and propose adoption of relevant policy recommendations. Jilin is a major province of live pig production, so it is representative take Jilin as an example in the study farmers .Meat processing enterprises in Jilin Province have developed rapidly and in the province's meat processing enterprises, Jilin finds five the national key leading enterprises; pigs, cattle, sheep, poultry and other meat products and cooked products the province developed have reached 20 series, and about more than 1,000 varieties. Therefore in the study of meat processing enterprises, Jilin pigs, cattle, sheep, poultry and other meat processing enterprises are taken as examples of representative.The content consists of five chapters. Chapter three, four are the core of this article.Chapter I is an introduction. It includes topics based on literature review, the causes of food insecurity in the theoretical basis and research framework. Chapter II is analysis on status quo of meat quality in Jilin province. It includes national food quality and safety management system and a description of laws and regulations, and the quality and safety problems in the production of the Jilin Province, such as the small-scale of production and the low cultural quality of producers. Chapter III takes a sample which is a survey of pig farmers of Jilin Province. And establish Logistic model to analyze the survey data. Through research gets a conclusion is that the breeding period of farmers, pigs selling price, whether to participate in industrial organization related to pigs raising, pig tissue, whether pig farmers are aware of the effects of veterinary drugs, the impact veterinary drug residues on human health, and whether the pig farmers got support of the government in the use of animal drug. The above six factors have obvious influence on the willingness of farmers'safe breeding. Chapters IV takes a sample which is a survey of meat processing enterprises of Jilin province, and also establish Logistic model to analyze the survey data. Through research gets a conclusion is that business area of meat processing, the total number of employees, the enterprise's fixed assets, have small impact on safety and production will, but the overall level of education, the proportion of food technology staff, business assets, sales revenue, the economic benefits of safe food, care safety protection and the role of government monitoring will have a more significant positive impact on enterprise's security products. Finally, according to the above study, this paper proposes that meat processing food safety, in addition to self-reliance and their self-principal is mainly in need of strengthening the Jilin government's macro regulation and control, the government regulatory functions, such as: strengthen the management of feeding areas, well grasp of standard culture; raise awareness of quality and safety of producers; enhance food quality and safety management innovations.
