Enterprise technical innovation plays significant role in impelling the development of economy in society. However, due to its uncertainty and externality, enterprise technical innovation lacks impetus; therefore, the enterprise should adopt various promoting mechanism so as to impel the technical innovation activities successfully. Enterprise technical innovation activity is a systematic engineering, which relates to many internal factors as well as external ones. Thus, from the perspective of systematic study, the theorists hold the view that the theory concerning the prompting of enterprise technical innovation is a system, which consists of two parts: one is enterprise external prompting, i.e. market prompting and government prompting; the other is enterprise internal one, i.e. the promotion of internal technicians, which often adopts the promoting method of stock and option.However, there exist two deficiencies of the study on the prompting of technical innovation in theoretical circle. One is that no differentiation is made on which factor contributes more and which one less in the whole system; the other is that the in-depth study on internal promotion hasn't been conducted. The existing internal promoting mechanism makes it clear that the key of the prompting technical innovation is to promote and encourage the internal technicians, to whom stocks and options are provided. But, on the one hand, stocks and options are not quite enough; on the other hand, our enterprise cannot employ the method of stock and option promotion to full extent; therefore, the effect of encouragement is limited.This thesis holds that the key of the prompting enterprise technical innovation is to promote and inspire enterprises' internal technicians.
