At present,China's economic development has entered a new normal and a new round of global competition has entered a new stage.Innovation-driven development has been promoted as an important national development strategy,and relying on technological innovation to enhance the driving force of economic development has received extensive attention.As the main creative body of technological innovation,technical talents undertake the creation,research and development,practice and application of technology,and play an important role in supporting the development of technological innovation and the construction of regional economy.In the face of new opportunities and challenges,improving the ability to attract technical talents--that is,the core driving force of the attraction of technical talents--is the essential requirement to adapt to the innovation environment and market environment at home and abroad under the economic globalization.Therefore,this paper takes the technological innovation ability and the attraction of technical talents in 31 regions of China as the research object,defines the influence relationship between the attraction of technical talents and the ability of technological innovation,and explores the promotion strategy of the attraction of technical talents from the perspective of strengthening the ability of technological innovation.Based on technology innovation theory,human capital theory,incentive theory and spatio-temporal theory,this study comprehensively applies factor analysis method,gravity model method,spatial Durbin model(SDM)and local getis-ord Gi*analysis method to study the gravitation improvement of technical talents under the perspective of technological innovation ability.Firstly,on the basis of defining the related concepts of technical innovation ability and technical talents,it is found that the number of technical talents is a continuously changing index,which cannot reflect the constant measurement of regional technical talents.Therefore,the attraction of technical talents is introduced as a stable measurement index of regional technical talents.Secondly,factor analysis method and gravity model method were used to measure the technological innovation ability and the gravity of technical talents of 31 regions in China from 2012 to 2017,and systematic cluster analysis was used to classify regions with similar characteristics.Third,with the technology innovation ability and technical talent attraction index,on the basis of using Global Moran index(Global Moran's I)determine the key variable features of space agglomeration,after,on the basis of spatial effect(LM)in the diagnosis of selecting space doberman model(spatial Durbin model,SDM)to compare technical innovation ability and thetechnical talented person the influence of the gravity.Fourthly,the spatiotemporal model of the gravitation of technical talents was constructed.Local getis-ord Gi* was used to analyze the gravitation trend types of technical talents based on the enhancement of technological innovation ability,and the corresponding gravitation promotion strategies were proposed for the gravitation trend of technical talents in 31 regions.The research results show that the technological innovation ability and the attraction of technical talents in 31 regions of China from 2012 to 2017 are significantly different.At the same time,both the technological innovation ability and the attraction of technical talents have spatial autocorrelation,and the attraction of technical talents has a positive influence on the ability of technological innovation.Then,based on the perspective of technology innovation ability,build technical personnel the ascension of gravity space-time model,improved four basic basic model,PEA,PLA,CEA,CLA,permutation and combination ways improved 16 kinds of combination mode,including a specific path to improve education and economic environment,the potential of technology talents gravity ascension path,and to improve the reality of business,economic and scientific research environment and technical personnel gravity ascension path,and USES the cold hot space-time structure analysis,the technical personnel gravity trend of China's 31 regions are divided into rising,falling and fluctuation,and finally,According to the three types of gravitation trend of technical talents,this paper gives the strategy of gravitation promotion of technical talents.
