With the China' entry into the WTO, the education and training operating areas inthe marketplace will be expanded further. However, the immature and imperfect factorsdetermine that the theory studies should be strengthened, as well as to explore thetraining education's own rules, to perfect and develop China's education and trainingmarket, and to adapt and serve for the development of the socialism market economy.So therefore, this thesis will research on the formation and development of China'seducation and training market by analyzing the status quo of Sichuan Learning Centerof Quality Technique and Supervision, and using the strategy management and servicemarketing's related theories, to explore China's future education and training market'sbasic and normal research form in order to provide countermeasures and suggestions tothe healthy development of Sichuan Learning Center of Quality Technique andSupervision, even China's whole education and training market. The whole article isdivided into four parts:In the first part, it describes Sichuan Learning Center of Quality Technique andSupervision's organization structure, operation, teaching resources, living services,service process, customer satisfaction, and etc, analyzing the existing real-lifechallenges.Second, it defines the related concepts of education and training market, analyzingfunctions of the development our nation's human resources, adaptation to the need ofinternational competition, and solving the re-employment problem, and it unveils itsinevitability and necessity.Third, it reviews the development course of China's education training andprofessional qualification training, analyzing its current situations, existing problems,and reasons.Fourth, it analyze the process of establishing marketing strategy of SichuanLearning Center of Quality Technique and Supervision, including quality and techniquetraining markets' procurement features, market opportunities, industry attraction, marketsubdivision, choosing target markets, positioning markets, and etc. It also offerssolutions to the inner problems by using the 7P package theory, and combining subjectsof customers demisability value, service quality, service blueprint, human resources, andso on.
