This thesis intends to study on the competitiveness of small and medium enterprises(hereafter refers as SMEs) and the competitiveness evaluation system of SMEs. Based on the evaluation of the competitiveness of SMEs, the author argues that there is still a large gap between Shandong and selected provinces. Shandong province must grasp the opportunity and adopt various measures to support and guide the development of small and medium enterprises.At first, this thesis make a comprehensive review of the concerned theories which includes the development and the evolution of the SMEs theories, SMEs competitiveness theory as well as the development of competitiveness evaluation system of SMEs in China .The author selected Shandong, Shanghai, Fujian, Guangdong, Tianjin and Liaoning as sample provinces and examines SMEs' competitiveness of selected provinces from three aspects: regional influence competitivness, operational drive competitiveness and growing and development competitiveness. The conclusion is SMEs in Shandong province is ahead of other sample provinces in growing and development competitiveness which means Shandong SMEs are potential in growth and is backward in regional influence competitivness which means the share of Shandong SMEs in regional economy is not high.Finally, after compared the development of SMEs in main developed countries and in light of the actual situation of Shandong province this thesis proposes overall ideas and specific measures in improving the competitiveness of SMEs. The author argues Shandong province should focus on building effective institutional support system, financial support system, innovation model of SMEs, SMEs cluster and accepting the international industrial transfer in order to improve the competitiveness of SMEs in Shandong province.
