SMEs play an irreplaceable role in the promotion of national economic growth, the expansion of international trade, the creation of jobs, which is an important part of our economy. However, its development has been highly constrained by capital bottleneck. For a long time, SMEs financing issue has been one of the hot issues in both media and academia. Although there are still some controversies among scholars, but most studies have shown that small and medium-sized banks can play a more active role in resolving the financing problems of SMEs.This article reviews and summarizes the research of foreign and domestic scholars from three angles, and finds that small and medium-sized banks has become the focus of attention of many scholars in resolving the financing problems of SMEs. Then this paper analyzes the role of SMEs in the national economy, summarizes the characteristics of SMEs financing, digs out the various reasons causing SMEs’financing difficulty, and learns from the experiences of developed countries in solving the financing problems of SMEs. The fifth part of the paper firstly focuses on the financing status from small and medium-sized banks to SMEs, and refines the impact on SMEs from small and medium-sized banks. From two points of view:one the size of loans, the other the cost of loans, this paper conducts empirical analysis of the impact of small and medium-sized banks on SMEs financing through two regression models. Finally, on the basis of theoretical and empirical findings, this paper puts forward relative recommendations from three levels:government, enterprises and banks.
