As deepening of china electric power structural reform, including separation of power station from power network, determination of electric power prices by market competition, an open and orderly electric power marketing system is formed, which encourages equitable competition, and decouples government function and enterprise management. The new market and sector structure, which also means new missions and tasks, bring both opportunities and challenges to the electric power enterprises. It's essential for the electric power corporations to build a corporation Performance and Efficiency Evaluation and indication System (the rest of abstract use PEEI system to refer to it), design appropriate evaluating indicators and corresponding methods, which complies to the strategy of the corporation. Such evaluating system is critical to improve the management performance and efficiency, to build and complete managers'encouragement and refrain mechanism for electric power corporations. Despite the PEEI system produced by the electric power network corporations in the past couple of years, more efforts are required for the completeness and adaptability of those indicators.According to the Maximin rule,Capital Preservation Theory,Principal-agent theory, this article will analyze the PEEI system for the state electric power network corporations and the south electric power network corporations; And design a PEEI system, which fits electric power network corporations, by using Du pont system,Under the valuation method ,Delphi,Economic Value Added ,The Balanced Scorecard approaches. Selecting 9 first class indicators, including financial gains, costs and expenses, capital operation, solvency, production safety, human resources, development and innovation, task planning, service and contributions, and 39 second class indicators such as profits indicator, a new PEEI system will be designed by nine horizontal two longitudinal forms. The following is content summary for each chapter in the article:Chapter one: Introduction. This chapter introduces the background, purpose, meaning of the research, as well as the thinking and methods used. Chapter Two: Analyze the electric power sector in the state in general. Introduce basic conditions of the sector, and analyze its macro environment and sector structure.Chapter Three: Summarize on performance and efficiency evaluation and indication. State the concept, historical evolvement, theoretical foundation and evaluating methods of PEEI Chapter Four: Analyze the existing PEEI cases for the electric power network corporations in the state. Identify the strength and weakness of the existing PEEI system, through the analysis of the PEEI system for the state electric power network corporations and the south electric power network corporationsChapter Five: Improve the existing PEEI system. Improve and complete the existing PEEI system by following the general design principles of theory of system, applying PEEI approaches, and taking into account the electric power sector characteristics.Chapter Six: Conclusion. Conclude on the improvements and innovations of the existing PEEI system for electric power network corporations.
